老挝万象赛色塔综合开发区（以下简称“开发区”）位于老挝首都万象市主城区东北方向17公里处，占地11.49平方公里。开发区是中老两国政府共同确定的合作项目，是中国商务部与老挝政府共同签署批准设立的老挝经济特区；是中国在境外经商务部考核认可的20个境外经贸合作区之一；是中国在老挝唯一的国家级境外经贸合作区。已列入“一带一路”战略规划优先推进项目以及《中老命运共同体行动计划》和中老经济走廊框架协议，对推动中老产能合作、促进老挝国家工业化进程有重大意义。开发区遵循分布实施、滚动开发的原则分三期开发。一期4平方公里土地主要发展工业产业，建设国际产能合作产业承载区。二期面积约6平方公里，确立了“以产促城、以城带产、产城融合”的开发思路，秉承低碳经济，生态人居的规划建设理念，将打造成为绿色休闲之城、生态发展之城、宁静社区之城、现代典范之城的“万象新城”。三期1.49平方公里作为调控储备用地，计划2030年前完成对开发区的全部开发，总投资50亿美元。

开发区一期项目累计完成基础设施及产业投资超过10亿美元，水、电、道路、通讯等基础设施满足入驻企业生产生活需求，客服中心和一站式服务大厅为入园企业提供便利条件。现已启动项目二期工程，将为企业入驻开发区提供全面保障。

截止2019年7月31日，已有71家企业签约入驻，入驻企业预计总投资额约12亿美元，全部投产后每年预计总产值超过18亿美元，就业人口超过1万人。入园企业分别来自中国、泰国、日本等7个国家和地区，企业投资涵盖电子产品制造、电力装备制造、生物医药、清洁能源、农产品加工、纺织品加工、物流仓储、五金建材和大健康等九大产业。

Laos Vientiane Saysettha Development Zone (hereinafter referred to as the “Development Zone”) is located 17 km away from the northeast part of downtown Vientiane, the capital of Laos, covering an area of 11.49 km². The Development Zone is a cooperation project approved by the governments of China and Laos, and is the Laos special economic zone set up upon signature approval by the Ministry of Commerce of China and the Lao Government. It is one of the 20 China's overseas economic and trade cooperation zones that have been assessed and approved by the Ministry of Commerce and China's only state-level overseas economic and trade cooperation zone in Laos. It has been listed as a priority project in the Belt and Road strategic plan, and included in the《 Action Plan for a China-Laos Community of Shared Future 》and the China-Laos economic corridor framework agreement. It is of great significance for the promotion of the cooperation between China and Laos in production capacity and the industrialization of Laos. The Development Zone will be built in three phases in accordance with the principle of step-by-step implementation and progressive development. Phase I covers an area of 4 km² and focuses on developing industrial sectors and building an international capacity cooperative industrial supporting zone. Phase II covers an area of about 6 km². It will build a new Vientiane city, a city featuring greenness, leisure, ecological development and quiet community and a model of modern city, based on the development idea of integrating production promotion with city development by enhancing city development through production and driving production increase through city development, and the planning and construction concept of low-carbon economy and ecological dwelling. Phase III covers an area of 1.49 km², which will be used as a regulatory reserve land. It is planned that the development of the whole Development Zone will be completed by 2030 with a total investment of US $5 billion.

Phase I project of the Development Zone has been completed, with an aggregate investment of over US $1 billion in basic infrastructure and industry, including water, electricity, roads and communications to meet the production and living needs of enterprises, and customer service center and one-stop service hall to provide convenience for enterprises. Phase II project has been kicked offand will provide guarantee for the entrance of enterprises in the Development Zone.

As of July 31, 2019, 71 enterprises have signed contracts to settle down. The total investment of the settled enterprises is estimated to be about US $1.2 billion, and the total output value is estimated to exceed US $1.8 billion every year after all of them go into production，there will be more than 10,000 employed people.The settled enterprises come from 7 countries and regions, including China, Thailand, Japan and Etc. Their investment covers nine major sectors, including electronics manufacturing, power equipment manufacturing, bio-medicine, clean energy, agricultural products processing, textile processing, logistics and storage, hardware and building materials, and comprehensive health care.
